Chief people officer (interim) - Debbie Herring

Debbie joined the ICB as interim chief people office in early February 2026 and brings with her over 17 years executive board director level experience across acute, specialist and mental health NHS trusts. Her last substantive appointment was as CPO for Liverpool University Hospitals NHS Foundation Trust (LUHFT), where she successfully led the organisational and cultural development programme and workforce restructure for the merger of the Royal Liverpool, Broadgreen and Aintree University Hospital Trusts.

Since leaving LUHFT in July 2022, Debbie has worked as an independent workforce specialist and has successfully led a number of large scale complex organisational change programmes. She has also held two interim CPO roles, firstly at Cheshire and Wirral Partnership mental health and community Foundation Trust and latterly at the Countess of Chester NHS Foundation Trust.
