NHS Lancashire and South Cumbria ICB completes formal establishment process

Today, 1 July 2022 marks the beginning of a new era for health and care services across Lancashire and South Cumbria as the way services are planned, paid for and delivered changes to better meet the needs of local people.

From today, NHS Lancashire and South Cumbria Integrated Care Board (ICB) has been established replacing eight NHS clinical commissioning groups (CCGs) that have been responsible for overseeing local NHS services for more than a decade.

A number of formal appointments and endorsements have now taken place as part of a national technical process to establish the NHS Lancashire and South Cumbria Integrated Care Board. These include:

  • The formal appointment Kevin Lavery as Chief Executive and the formal appointment of Board members.
  • Receiving constitution for NHS Lancashire and South Cumbria ICB which has already been approved by NHS England. In accordance with the 2006 Act, the ICB must have a constitution, which complies with both legal and NHS England policy requirements. The Constitution sets out:
    • The area covered by the ICB
    • Composition of the board and appointments process for board members
    • Statutory Committees
    • Delegation arrangements
    • Good governance arrangements
    • Arrangements for public involvement
    • Standing Orders (which regulate the way in which meetings and business of the ICB is conducted)
  • The committees of the Board and the Chairs have been endorsed. These are available here.
  • Approval of the Governance Handbook. The ICB’s constitution is supported by a number of documents which provide further details on how governance arrangements in the ICB will operate. The Governance Handbook brings together all the ICB’s governance documents, so it is easy for interested people to navigate. This will be available online within the next few days.
  • Adoption of policies from CCGs in Lancashire and South Cumbria which will follow a planned for review in the coming weeks and months. ICB policies will be available on the website in the next few days.
  • Confirmation of key appointments to Statutory Roles which are required for the ICB to discharge its duties effectively
  • Endorsement of Kevin Lavery, Chief Executive, as the ICB founder member of the integrated care partnership to work in partnership with the founder members identified by each of the responsible local authorities to establish the integrated care partnership.

The first formal business meeting of the ICB Board will be held on 27 July. This meeting will be available for members of the public to observe in person and will also be live-streamed. More information about the ICB is available on the website.
