Chief Finance Officer (acting) - Stephen Downs

Stephen Downs took on the role of acting chief finance officer for Lancashire and South Cumbria Integrated Care Board (ICB) in May 2025, bringing with him a wealth of experience in NHS finance and strategic leadership.

Stephen joined the ICB in October 2022 as director of strategic finance, where his financial expertise and strategic insight have played a key role in navigating the organisation through a challenging and evolving financial landscape.

He began his NHS career in 2008 after eight years at PwC as a graduate trainee. Since then, he has held senior roles across the system, including at the North West Strategic Health Authority, in the provider sector, and for nine years at the Trust Development Authority and its successor organisations, NHS Improvement and NHS England.

Beyond his NHS roles, Stephen has served as an independent member of Manchester City Council’s audit committee since 2010, contributing to strong financial governance and oversight.

Stephen’s dedication to public service and his depth of experience in financial management continue to make him a significant asset to the ICB and the wider health and care system.
